Ackley City Council | Special Meeting


ACKLEY CITY COUNCIL met in special session March 5, 2018 in the City Hall Council Chambers with Mayor Erik Graham presiding. The meeting was called to order at 5:01 p.m. Council members present: Judy Crawford, Pat Daggs, Pat Hurt, Al Jones, and Joe Wessels. Absent: None. Quorum present.

Daggs moved, Hurt seconded, to approve the March 5, 2018 Agenda as listed. Ayes-All. Motion carried.

Jones moved, Daggs seconded, to open the public hearing at 5:02 p.m. on the FY19 Proposed Budget. Ayes-All. Motion carried. No oral or written comments or objections were received prior to the meeting. Steve McDowell asked why the Other Financing Sources increased so much from prior years. Clerk Kelly DeBerg explained that the increase was mainly due to the loan proceeds for the sewer project. McDowell then expressed that he felt the City’s budget was off for the garbage enterprise. He felt the landfill fees were too low and he questioned the loan amount. DeBerg explained that at this point, expenses could not be increased in the proposed budget, only lowered, so if at some point the City felt they would go over budget due to the landfill fees, a budget amendment would be done at that time. DeBerg went on to further explain that in an effort to include an estimated loan payment in the budget, the City received from a bank what the total amount of the loan payment might be, and that the split between principal and interest in the budget is not necessary correct, but the total of the two would be correct. At this point the exact amount of the loan needed is not known for sure. Wessels moved, Daggs seconded, to close the public hearing at 5:16 p.m. Ayes-All. Motion carried.

With no further discussion, Daggs moved, Hurt seconded, to adjourn at 5:16 p.m. Ayes-All. Motion carried.
