SPECIAL MEETING
January 25, 2023
ACKLEY CITY COUNCIL met in a special joint meeting with the Eldora City Council on January 25, 2023 at 6:30 pm. in the Eldora EMS building with Mayor Michael Nuss and Eldora Mayor David Dunn presiding their councils respectfully. Council members present: Dan Scallon, Joe Wessels, Judy Crawford, and Mike Abbas. Absent: Chuy Flores. Quorum present. Eldora Council members present: Blake Jones, Cindy Drake, Mike May Jr., Jerry Kramer, and Carey Callaway Morton. Others present: Aaron Budwig, Joan Frazier, Maile Carter, Rebekah Cullinan, Brendan Chaney, Chad Brekke, Shawn Digity, Scott Williams, Jami Stupp, Zack Pearce, and Emily Crosley, along with Clerk Dennis and Clerk Kyte.
Wessels moved, Scallon seconded to approve the January 25, 2023 agenda, as listed. Ayes-all. Motion carried.
Maile Carter, Eldora EMS Director, and Joan Frazier, AVAS President, presented councils with a plan for the proposed merger of the Ackley Volunteer Ambulance Service and Eldora EMS. Both entities will become one name, one service director, and crew. Beginning July 1, 2023, the merged entities will become Greenbelt EMS. Details of the proposed merger were discussed. A financial subcommittee was formed to further discuss the financials of both entities at becoming one entity. The subcommittee members are Maile Carter, Joan Frazier, Carey Callaway Morton, Jerry Kramer, Dan Scallon, and Judy Crawford. A meeting of this subcommittee will be February 1, 2023 at 6:30 pm held at the AVAS shed.
There will be a Greenbelt EMS Advisory Board formed that will consist of the Service Director, two crew members (one from each community), and four community members (two from each community/school district).
Once all proposed items have been agreed upon, both entities will seek advice from their own respected legal counsel to form a 3-year contract.
The AVAS and Eldora EMS will begin tier dual paging effective February 1, 2023.
Scott Williams shared a concern on whom would be covering Steamboat Rock, in the event all 3 units were out on calls. M. Carter addressed concern.
No action taken.
Wessels moved, Abbas seconded to adjourn at 7:40 pm. Ayes-all. Motion carried.
