Ackley City Council | Special Meeting Minutes


ACKLEY CITY COUNCIL met in special session April 27, 2018 in the City Hall Council Chambers with Mayor Erik Graham presiding. The meeting was called to order at 8:00 a.m. Council members present: Joe Wessels, Judy Crawford, Pat Daggs, Pat Hurt, and Al Jones. Absent: None. Quorum present.

Crawford requested item 6 be struck from the agenda due to the minutes of the April 11 th meeting stating that a decision on the topic would be tabled for a month, and it has only been sixteen days. Crawford then stated that a discussion could be held, but no action taken. Hurt moved, Daggs seconded, to approve the April 27, 2018 Agenda as listed with the exception that no action can be taken on item 6. Ayes-All. Motion carried.

Daggs moved, Wessels seconded, to set a public hearing for the second reading of proposed Ordinance No. 504 Amending the Code of Ordinances of the City of Ackley, Iowa by Amending Section 99.02, Pertaining to Rate, and Section 99.07, Pertaining to Use of Funds for May 9, 2018 at 7:00 p.m. Ayes-All. Motion carried.

Daggs moved, Crawford seconded, to set a public hearing for the FY18 Proposed Budget Amendment for May 30, 2018 at 8:00 a.m. Ayes-All. Motion carried.

Discussion was held by Council regarding the City purchasing a truck and taking over the garbage service. Crawford continues to have concerns such as if the City will have enough man power, and having only one truck. Daggs stated that with the plan to have two street employees and a part-time garbage employee man power shouldn’t be a problem. Wessels explained that Elliott, one of the companies the City has received a truck bid from, stated that they have loaner trucks to use while ours is being repaired, and Mayor Graham stated that another company, Kann, has said that they have trucks that can be rented. Hurt also mentioned that since the bids the City received for a truck are less than what was budgeted, the City could possibly use that extra money to purchase an older used truck to have as a spare.

There was also some debate regarding the feedback Council members are getting from residents. Mayor Graham ended the discussion by stating that the City needs to look for ways to keep the City thriving and sustainable, and he is open to listening if anyone has any other ideas. Mayor Graham directed the Water/Sanitation Committee to review the policies and procedures of other communities that provide their own garbage service by the May regular meeting.

With no further discussion, Jones moved, Hurt seconded, to adjourn at 8:24 p.m. Ayes-All. Motion carried.
