SPECIAL MEETING

January 31, 2023


ACKLEY CITY COUNCIL met in special session January 31, 2023 at 6:00 pm in the Ackley Council Chambers with Mayor Michael Nuss. Council members present: Chuy Flores, Joe Wessels, Mike Abbas, Judy Crawford, and Dan Scallon. Dan Scallon attendance by electronic device due to prior obligations. Chuy Flores attendance via electronic device due to weather and travel issues. Quorum present.

Crawford moved, Flores seconded to approve the January 31, 2023 agenda, as listed. Ayes-all. Motion carried.

Abbas moved, Crawford seconded to open the public hearing for the Proposed Property Tax Levy for fiscal year ending June 30, 2024 at 6:01 pm. Ayes-all. Motion carried.

No comments, concerns, or objections were given or stated.

Wessels moved, Abbas seconded to close the public hearing for the Proposed Property Tax Levy at 6:02 pm. Ayes-all. Motion carried.

Crawford moved, Scallon seconded to approve Resolution 23-06 Approving the FY24 Maximum Property Tax Dollars. Roll Call Vote: Ayes-Wessels, Abbas, Crawford, Scallon, Flores. Motion carried.

Scallon left the meeting at 6:03 pm.

Wessels moved, Abbas seconded to approve beer/liquor license for DolgenCorp. Ayes-all. Motion carried.

K. Meyer informed council on the bids for the city park tree removal, he suggested Affordable Tree Service due to the timely manner of remitting the bids. Crawford moved, Flores seconded to approve purchase to Affordable Tree Service in the amount of $5,200 for the tree removal in the City Park. Ayes-all. Motion carried.

Clerk Dennis informed council the current revenues presented could decrease due to the legislature currently in session and one of their topics is property rollback tax cuts. Dennis presented the FY24 proposed budget the department heads had presented to her. Dennis informed council the General Fund is negative by $111,765 and would need to be cut. Dennis informed council of the wish list items and the amounts that were being budgeted to spend from reserve accounts. Dennis informed council the budget had the police/fire/emergency proposed transfers but did not have the ambulance transfer due to the merger as those funds would be done after the July 1, 2023 and would not be into our reserve account. Crawford suggested cutting the discussed items. Council instructed Clerk to cut those wish list items in order to present a balanced budget. Council chose to not do line item by line item. Cut items from the General fund included fire dept generator, police depart radar gun/in car camera, library LED lighting, community beautification wreath replacement, and legal expense decrease. Dennis updated council on the proprietary budgets. Water was overbudget, however, there is money in the water cash line so no cut was done. The retention pond dredging is budgeted.

Mayor Nuss informed Council he would not be in attendance at the February meeting.

Abbas moved, Wessels seconded to adjourn 6:29 pm. Ayes-all. Motion carried.
