SPECIAL MEETING
June 21, 2023
ACKLEY CITY COUNCIL met in special session June 21, 2023 at 7:00 pm in the Ackley Council Chambers with Mayor Michael Nuss. Council members present: Chuy Flores, Joe Wessels, Mike Abbas, Judy Crawford, and Dan Scallon. Quorum present.
Scallon moved, Crawford seconded to approve the June 21, 2023 agenda, as listed. Ayes-all. Motion carried.
Mayor Nuss presented the lease and emergency medical agreements for the ambulance services between City of Ackley/City of Eldora/AVAS/Greenbelt EMS. One change from the previously presented details was phase II of the merger. This was due to the lease and agreement being for 1-year terms rather than the originally planned terms. Nuss reported that the 1-year lease was done so that the City wouldn’t need to do a public hearing/bidding merger agreement, per the guidance of the City Attorney, S. Schroeder. Wessels inquired as to if the City could require quarterly reports rather than semi-annually reports. Wessels inquired as to if the mayoral appointments of the advisory board would be required to be approved by the Council. Mayor appointments do go before the council for final approval.
Crawford moved, Flores seconded to approve Resolution 23-24 Authorizing the Mayor Entering into Lease and Emergency Medical Agreement between Ackley Volunteer Ambulance Service and Eldora/Greenbelt EMS. Roll Call Vote: Ayes-Wessels, Abbas, Crawford, Scallon, Flores. Motion carried.
Discussion on Well #2. Tom Engelken from Northway Well and Pump Co. presented Council with some options on the well and its productivity. The televising and reports that were done were given to C. Ubben with PeopleService. The casing down to the well is in good condition. Pump testing and DNR requirements were discussed, along with equipment upgrading. Clerk Dennis informed Council about the FY24 budget for the water proprietary, as well as what was available in that cash line account. A budget amendment would need to be done prior to the upgrading of the pump, if that was the decision the Council decided to go with.
Wessels moved, Abbas seconded to test the pump to see what the well can do for productivity. Ayes-all. Motion carried.
Crawford moved, Wessels seconded to adjourn 7:32 pm. Ayes-all. Motion carried.
